The bill sponsored by West Side Illinois State Sen. Kimberly Lightford passed both the House and Senate; now it’s up to Gov. Pat Quinn to sign it.
The bill aims to give first-time, non-violent offenders a second chance after completing requirements such as community service and restitution through a two-year probation program.
